Like the title says, I have a problem when playing games with my new video card.

    Specs:
I didnt know what is relevent to this problem and what isnt so I just included all the information I know from memory.

    Problem:
Whenever I play and games such as Halo or Sims 2, the display gives a starburst-like effect like this. This link is for a video fotage of the problem in effect in Halo. The size is 10mb. Its short, but it shows the problem

    What I've tryed:
-Re-flashed my Motherboard with the last BIOS (Tech Support gave me that advice)
-Updated my Dieo Card with the latest drivers
-Check to see if the Video Card was in physically right
-Check to see if all the plugs were in right
-Re-installed my games to see if they were currupted or sumething(Didnt work)
-Checked the specs of the games I've played. My video card surpases every qualification.

Outcome of asking tech support what to do:
    ABSOLUTLY NOTHING

Can anyone help me out with this problem?
