    Okay, look at that member's profile thing (under their name) and then under the Reputation. Do you see the (+) and (-) Click on either to + Rep them or - Rep them

    around where it says the number of posts a person has, it says reputation : (whatever) +|- or something similar, click the + to add rep and the - to take rep
