from wat i have asked mi computer genius of a dad he sed maybe look in c:windows and he seys it might be somthing to do with themes

Install this program then load the program and install skin from disk. Find the skin then apply it http://www.stardock.com/products/windowblinds/downloads.asp
U might wanna consider Windows Blinds.. it's more resourceful on the Operating System and you might find incompatibility issues. Search "uxtheme.dll SP2" (withotu speechmarks) in google.. see what u get.. and continue with XP themes.. they turn out better and 100% compatible.
