Trouble With Fire Effect

well like everyone said i would im having trouble with the fire effect my one main question (ill have more later)

how do i set forground and background

also for step 2 filter>render>fibers (good tutorials.com btw)
the option fibers isnt there? is there a way around this? any sugestions

Am I just stupid?

i suggest getting cs 2 as fibers isnt in ps 7
