    when i pm someone ia board message comes saying 'you do not have permission'

    The reason is probably because the person you are PMing does not want you to send PMs to them.

    ...he means that in a friendly way of course ;)

    People have the options of blocking PMs from another person, and maybe the person your trying to contact did just that.
