ok this is very simple and ez to follow (please rep or cred if you like this)

1 open a document ne size make the b/g black

2 write the text (in wite)

    3 edit transform 90 CW

4 filter stylize wind from the right (do that once or twice

    5 edit transform 90 CCW

6 now get your blur tool and slightly go over the wind icicle looking things things that are pointiong down (not only the tips all of it)

7 Layer layerstyle color overlay keep it red and opacity to 100

8 go to texture now then choose the bubble looking pattern

9 now put the depth to -184 (or w/e you want) (if the bubble things barely show mess around with the scale)

    End result

Thanks I've been looking for something like this. The blood loks better if you smudge it a little bit left to right and if you smudge it so theres a fat tear shape at the bottom of the drips. Thanx!

This is a nice effect this tut but I don't understand step 8 and 9. Where do we go? Please elaborate more :(
