Is it possible to use the Transform/Rotate tool without anti-aliasing the image afterwards? I'm trying to rotate some pixel art but it's becoming blurry.

You can either rotate the canvas, or there may be a checkbox where it says anti-ailiasing.

I tried MS Paint but it can only rotate in straight angles. And is there any program that won't take up as much space?

You shouldn't be rotating pixel art anyways.
