    you can download alot of brushes to make a template from www.deviantart.com. Just browse the resources for photoshop brushes. You can spend hours searching through just brushes. You should be able to find what you are looking for.

    Anyways...

    The best way to make a template is make it completely by yourself. Use line, vectors, gradients and layer styles to get a look you want.
