Make sure the photoshop is LEGAL. If so, and its not a trial version, I suggest just re-installing it. Couldn't hurt. Has this happened before? Did you download anything recently?
i know this is dumb.... but make sure you have something on your document, b/c it looks blank. thats all i can think of.
Usualy u need some kinda image for a filter to work..add some pic or sumthing and it should work fine Jesse
Its on RGB and I usually start s aig by doing filter > render > clouds so you dont need to have na image there to use a filter
but in your picture clouds is not blocked. there are some filter you need some stuff before using them. i dunnow the anwer 2 your question, but if you want help i suggest you to be more specific 1. hich filter cant you use? 2. since when? 3. since when do u have PS? 4. did you do something recently? etc...
that really sucks man. Try getting a free trial from another version and see if it works. The only thing I can think of is that part of the program file was partially purged or overwritten, but I can't see that happening accidenlty.(not saying you did it)

i had this same problem once, all i did was closethe pic i was workin on made a new document and at presets pull down menu i selected photoshop defualt size. changed inches to pixels, choose 450, 150 pixles and started over again
