When I use the lasso tool to render, I get a good result but I cant get a transparent background, I've saved as PNG., and GIF. I only keep the layer with the pic on it tho, do I need another layer?

If you are rendering from a saved image you need to duplicate the background layer and then delete it keeping only the duplicated layer and render from there.

once you have the whole selection, hit Ctrl + C to copy the selection. then make a new document with a transparent BG and hit Ctrl + V to paste it. Then save as .PNG and ur done.

I think that's what you mean
