Okay, so I tried to register, and it says my ISP/IP range is banned. So I was wondering if anyone could contact an admin over there for me. I've searched around and I can't find any contact information. So yeah, any help appreciated.
Are you trying to look for brushes? If so you dont need to be registered to browse their galleries! Go to the site and click browse>resources>photoshop bruses:actionsSD's or whatever you want then click apply browse settings.

Its because they have banned your ip range from somebody in the past using proxys and stuff to get past there bans most likely because they were they being an idiot and and doing something against their bans.
Try the usual emails, webmaster@DA, admin@DA, contact@DA, support@DA (etc.), - you might hit one (DA = deviantart.com, duh)
