How to make sigs like these Photoshop or Illy?

Hey can any help me get an idea on ho to make sigs like this is it done with PS or Illy?

step 1: find a stock image
step 2(if applicable): separate it from the background
step 3: add frilly designs on top and/or behind the image.
step 4: add text

there's more to it than that, but there's a certain amount which you have to learn in order to be competitive.

 

It can be done with photoshop

 

Also remember to start with transparent bg and save as png.
I think those squiggly lines are made with some "vector brushes" from e.g. DeviantArt.
The shine can be made easily by duplicating the layer and using blurs in different layer modes.
