Alright, text first and foremost could use some work. The white sticks out like a sore thumb, and the placement just seems a bit random. Your focal (the draenei) is a bit big for the overall size of the tag, so your effects get overshadowed and pushed to the edges of the tag. Either because of that or because the effects are just poorly done, the effects end up just random. I don't end up with a sense of what you were going for - I have no idea what you were going for. So your composition and text need work. When you do a, I guess more effect-central tag I can comment on them.
A lot's changed in 5 yrs. 1st: Start with a HQ render. LQ render = LQ tag. Next work on your effects. Look up some of the newer tuts and whatnot. It will help. Look up some tuts and let's see another!
