A few quick questions, what are you planning on using the site for? Is it an e-commerce type site? (are you planning on using it to sell products?) Are you planning on having multimedia (images videos music)? If you are, the statically coded page that guy was doing for you would be next to useless. I can do you something with a CMS based site, with e-commerce plugins, image/video galleries, etc etc. I may not be able to clone the youngandrestless.com site like the other guy was doing, but I can provide you with something of a very similar style, but is much neater, cleaner and with far less design bugs and issues. (that site has an inefficient navigation, the tiled background doesn't work properly on wide screen monitors, etc). Let me know, because I can easily do this for you within your budget.
