    You could use Photoshop.

    Yeah photoshop will work but a good flash program would make it nice and crisp...

    You can use Abobe Photoshop or if your on the old ones then Image Ready. The chrome is just a good gradient and the animtion is just a couple of frames of upwards motion on the bubbles nothing difficult there. Here is a tutorial on how to make a .gif once you do one you'll see theres nothing to it. http://www.youtube.com/watch?v=RMc-Mi2e9Qg
