oh sonic gal explained perfectly for the "Hustle To" text
this is the way for Music to

music to .. you typ the text and make a red bar with rectangular marque tool and place it behind the text layer

TBH it's what Sonic Gal posted... Yours just looks different because your text is different.
You can also rasterize your layer. CTRL Click on layer preview image.
While it's selected go to SELECT> MODIFY>EXPAND and expand it by lets say 5 pixels. Now make a new layer under that text layer (with the seletion still active) take your paintbucket tool then add whatever color to it. You can now move it around freely wherever you want.

His blends completely together because of the font. But you can use one of many methods to do that.

shynes is right. Sonic Gal posted exactly what you needed to know. You just do not have the correct font that is in the picture you posted. Try to find some type of graffiti font, then try to match the colors they used.
Try this link: DaFont Graffiti Fonts

The rasterizing step isn't necessary in what Shynes said, and probaly isn't a good idea. Other than that, there's no reason at all this wouldn't work. If you can't get it this time, post your result so people have a better idea of what the problem is.
