I also wanted to know what kind of signature this is called and if there are any tutorials on it?

The effect I want to know is the black lines that keep going in a pattern on the background of the tag.

Called userbars. Plenty of tutorials on them, I'd recommend you just search and find one you like.

That pattern is just a repeated diagonal pattern, applied in Photoshop by going to Layers>Fill>Pattern (assuming you've defined the pattern you want)
