I think the west is already at least at parity with the east. It will be a miracle when africa catches up (Excluding South Africa and the other few first world and developing countries in africa). But think about it, it's just rise and fall, I mean italy used to be a serious world power, so did Greece, and china. Empires fall.

Most important and advanced technologies are created multi-nationally. The best minds from all over the world work on them.

I must say it all depends on what you define as the west, for example germany has already placed all it's phone/internet cables underground for decades so during a storm you never get outages. However I would say asia wins with tech, mainly because of taiwan japan, the only advantage america REALLY has is the advent of internet and internet business. Most tech/internet business's reside in america simply because it a lot easier to star a business here than say france.

Some of the above may seem a tad random and not make sense in parts but I have yet to drink my coffee..so yeah.

The real question is, "Who is going to build the first fully functional Transformer?"
