It's pretty nice, I think it was a good idea you had going. A few things I might change though are the assassin's emblem, I would re-vector/vexel that because it looks a bit awkward and I would make it black and white because it stands out way too much and draws my attention away from the piece. Also I really like this with rain, but I'm not a big fan of how you did the rain in this one(I would try to do it more like this:http://sulfar.deviantart.com/art/sincity-tutorial-32991112). Overall it was a great idea, and decently well executed.
I love this piece though as said above by ambiguity I would definetly make the red emblem like a shade of grey or even just white as it does drag my eye to it. rather than the assassin being the focal point by using red as your emblem color (red being such an aggressive color meant to grab your attention.) you drag my eye there instead which in turn throws the flow off cause instead of my eyes flowing from the top of the piece to the bottom of the piece it would be just the opposite. #2 is my piece of choice as well because the rain just adds some umph to it
Pretty **** good, especially the seccond one. I really like the red collers and the emblem, they really stand out. The rain is also bad-ass
