I'm slightly confused. But we'll ignore that. Yeah, drawing does help with various aspects of doing Photoshop, however, being simply an "ok" drawer will get you through near enough anything, drawing skill is irrelevant to vector skill. It's not your actual skill with a pencil that benefits Photoshop, it's the ability to determine light and shadow, proportions, depth, so on and so on. Skills you can learn just as well in Photoshop, if it takes a little longer. Basically, unless you're going to be a Digi-Painter (And even then it's not totally necessary, because, you learn in Photoshop too) then you'll be fine.
I've got this thing where I've got to fix photos of pieces of art. It really bothers me. Even if it's not mine, I fix it. It does keep me entertained for a while, so I suppose that's a plus.
