How Would You Do This?

I want to know how some one gets an image to look like this.



I have a picture that i want to turn into a wallpaper but i want it to look like that.

 

i don't think you can just take a pic and change a setting on it to change it to that if thats what your asking.

I think thats just the style the artist drew meteoroid in.

 

I kinda figured there wasnt a pre made setting.

I was hoping for the steps on how to do this in photoshop

It's a vector. Highlights = White

Shadows = Black

 

So...

For me to be able to make a picture like this i need to first make it into a vector?

And what would i need do to change the highlights to completely black/white?

 

...when you fill in the highlights, select white as the color. When you fill in shadows, select black as the color.

If you have illustrator, it would be better to do in that. You don't have to, but illustrator is a vector based program, while photoshop is raster based (if you don't know, one uses mathematical data to store information, the other uses pixels, so vectors are lossless when you change the size, rasters are not).

You can find a tutorial on vectoring. I'm sure there are some on here, and plenty on deviantART.
