Can someone tell me if the inside wheels (the cage ones) are turning?

I'm trying to figure out how the whole system works.

Actually, they don't turn.

 

nope, just pushing that starts it off and then carries on through momentum

 

But at one point it's stopped in a weird position.

Yeah it is, they're the ones helping it move.

I've seen the act live, though the acrobats weren't as flashy as these
