Hey guys i found this picture and i do believe that the anime character is pasted in and an effect has been put on teh background picture. if anyone knows how to do this please show me
Topaz could have been used. Or... some filters. I'll try and figure it out, give me a bit, though. Someone else may know this off the bat while I'm fiddling though lol.
Looks like the Poster Edges filter in Photoshop. Tweak the setting until you get the effect you want.
