Text needs serious work, really isn't working. And the blurring makes absouletely no sense, you've blurred areas that would be right next to un-blurred areas were it a real picture. Blur needs to be faded out or put in a different area, same thing applies with the blur on his foot, makes no sense at all. Aside from that, it's not bad, bit original so. Woo.

Still didn't fix the blur, again you've got full blur or no blur. Full blur works quite well though, maybe sharpen the soldier up a bit. If you want to fade a blur, duplicate the snowy background layer, blur it then put a layer mask on it, the button that's a small rectangle with a circle in it. Then black as your main colour, gradient tool (Black -> Transparent) and drag it across the blur.
Very well done in my opinion, my prefference would go to a cross between 2 and 3 (3 with a lesser blur, not so full on so that you can still make out the detail of the background). You did an amazing job changing the season, don't hide it with a blur!
