They've had the new set forever, at least that's what I was told. They just never changed them. It doesn't really matter. v4 should be coming soon.
"Soon" is trademarked by Blizzard. "Soon" can mean in 2 weeks or 2 years. For those of you not familiar with Blizzard, everything they schedule for release is set as "soon" and for instance, "soon" was stated regarding 1.10a patch from 1.09d about 2 years early, its been fairly common in most of their games with large patches and bug fixes. We have had the emoticons for months now (maybe even over a year+?), as a staff member made them for us, but we haven't ever uploaded them, for reasons beyond myself.
