Yeah, you need a camera. But what you're probably more interested in is the lens.

Obviously, you'll need a wide angle lens, and preferably a 'fast' one (it has an aperture setting as close to 1.0 as possible). The two ways to go are either rectilinear (that shoots the 'regular' photos), or fisheye. Fisheye is a more stylistic choice, and offers the widest viewing angle, but rectilinear does fine in most cases. Unless the stock lens that comes with your camera is capable in wide angles, I'd stick with a 'prime' lens (one that doesn't zoom). Prime lenses typically take sharper pictures, are 'faster' (quick shutter speed), and less costly to maintain because fewer moving parts.

I usually recommend Canons and Nikons, using their respective lenses. They typically have manageable menus, are sturdy, and are market leaders. When you've settled on a body that you like, see what series of lenses it accepts and shop for a suitable one. For 35mm cameras, a 20mm lens (its focal length) gives you a plenty wide pic. Lower focal length values mean wider views, regardless of film/sensor size.

A camera doesnt give you a panoramic view it is all in the lens.

a DECENT camera is about 700$. I have a cheap camera right now and it costs about 680 to buy. Canon Xti. The next one up is about 800 or so.

If u want a panoramic picture, it will be another lens which is about 300-400$ for the additional lens depending on which one you get.

Good luck. Im getting a panoramic lens soon im soo excitedd:D

All I know is DSLR's are awesome, they can do all the kewl little focus tricks and more. And after that if you wanna spruce up the contrast, colors, etc. on your photos you can always work some photoshop magic ^_^.
