I need some help on Photoshop since the color #18323a comes out as:

The normal #18323a is supposed to be dark blue whilst that is greenish-tealish.

I would appreciate some help, and I thank you in advance.

my settings for that color come out diferently

notice the diferences are with CMYK and Lab

also, these are my color settings (Edit>color settings)

which might not be the best color setitngs to work with, but they got the color that your apparently looking for.

    EDIT:
I did some testing between mine and a friends computer and he gets the same diferences i do. My guess is something related to your Lab which is related to gray colors if im not mistaken.

IO put mine on your settings, and they still didn't work. Can you minimize "More Options" so I can see what's up there?

Could be any number of things, like screen settings. Just move the wheel to the colour you want.

it would be a lot easier to choose the color by manual choice than the number, just match color to color

    those are at default

And sometime using the hex values of colors are necesary when dealing with small details or using them to pick a color for online use.
