the 8800 is better and faster.

the 9600 uses the same basic chip but with 64/128 SPs enabled whereas the 8800s have either 112(8800GT) or 128(8800GTS 512) enabled.

right now the cards worth considering are
    8800GS
    9600GT
    8800GT
    8800GT512

I had formerly been recomeding the HD3850s and 3870s but the 8800GS ad 9600GT basically are better bang/$

8800GTS 512mb is better in performance than the 9600GT. Both should have roughly the same bang/buck.

if you're using the > symbol to show a pregression then yes.

if yo0GTSu're using it to show value then no.

the 8800GTS512 is basically the best card on the market right now, atleast as far as your typical gamer is concerned
    then the GT512
    then the 9600
    the the 3870
    then the 8800GT256
    then the 8800GS
    then the 3850

the GT 512 is faster than the GTS 640.
the GTS512 is faster than both the GT AND the GTS640

nvidia really should have called it 8900GT and 8900GTS to be honest. What they did is infair and confusing to the consumer. fortunately the GTS640s and 320s are now hard to find so it's not that much of an issue.

I am a personal favorite of the GFX 8800 512mb card, because i respect its overclocking. It also plays Crysis extremely well, without SLI linking.
