    If I'm right he doesn't do it with technology but with those forbidden jutsu's of his.

    All of the Medical tech is research applyed with ninjutsu so it is a technology that they had to research at some point.

    They hardly ever leave their own village so i doubt anyone would need one.

    People from all over come to the village to request missions also theres events at other villages.
