The render motion blur or multi layer design takes away from it imo
I'd combine the bottom of the tag so its not noticeably a duplicate layer,
Unless thats a desired effect, i dunno I'm still new it may be a style..

Yeh, the motion blur actually detracts from the action, rather than making it seem like it's in motion. Also, the colours are rather dull and it's too dark. Try adding some more foreground effects to increase the depth.

Yeah, the filter's not a motion blur, but that's essentially what the effect is.
