My website is in need of designers to take members requests, and I was wondering I could make a topic in Offers & Requests to get designers. I don't wanna advertise at all, just need designers to take requests on my site.

I dont think its not allowed if you, post a topic needing things done and each requirement if you dont post the link to your site.

However if they are big jobs you will most likely need to pay.

We also dont allow people to recruit staff to their site, from our site. Its the same as recruiting members.
