Sig Scan Lines

Make the document 3x3 pixels (transparent of course) and zoom in then using the same technique make it so the lines go down across diagonally.

I too wrote a tutorial for scan lines, nice tut though.

By technique I mean use your pencil tool set at 1 pixel at full opacity and flow.
