    My opinion :

I think it's just because it's a Dell, and their basically engineered to blow up as soon as you screw with it or the warranty runs out..

    Realistically :

Sometimes on PC's theres a big On\Off switch on the back, did you accidentally flip it?

I think they have that on some PSU's, that would have been my second suggestion

Wow, don't take out the CPU, lol?

That is highly unlikely if there is no POST.

    -----------------------------

Okay, so make sure that--this is an older computer I presume--he has all of the cables tightly fastened. It sounds like something I have had occur in a PC that I have messed around with. So, let me get ready to explain a little deeper:

    2 minutes later:

The image below has a little red circle around an important connector that can cause your exact issue. Unplug that, then replug it in. If that doesn't work, repost and I will look around for other things that makes Dell's flash. Lol

I wont go into detail about what all that does, just try it.

    i'll go into detail...

it provides primary power to the CPU.

and to be blunt if it's not posting it's likely the board, though it could be...

    CPU, RAM, VGA
