I paid my $10 via paypal, sent my image and the link in BBcode, HTML, and the links alone. I sent the email to [email protected] (copy and pasted from the advertisement page when I sent it, so I know it's right). I still haven't heard back about the control panel for advertisers, nor have I seen my image up there in the advertisement spot a single time. When can I expect things to start working?

Send a private message to shaggy, as he is the only one who can access the advertisements and that email account, no one else can help you.
