Cartoonizing A Photo?

I found this picture:



And it says it was made in Photoshop 7.0

So I was wondering, how do you make something like that? How do you 'cartoonize' a pic? And also, anyone know where I can find Alias's tuts?

Ugh... I wouldn't be able to do that...

 

Well if you have a tablet, and a specific picture you wanna "cartoonize" you can just trace over it with flat colors in photoshop.If you wanted it to look more like a cartoon you see on tv there is a method called vectoring that you can do with just the mouse.

 

I wanted to take a pic and be able to cartoonize it.

what you see on tv are drawings.. they aren;t taking picturs of people and vector it
