"How about if you wanted to sharpen your photos? Like applying the High Pass Filter? Is that allowed?"
I'd say that you can add one artificial, non-extreme filter. What I'm saying is that I'd accept something sharpened (once), but not something that had a really significant warming filter put on.

 

All the "can i do this to my photo, can i do that to my photo" questions are daft. As long as the photo doesn't look like its been tampered with i think ur good to go. I mean, the winner of the first comp. took three seperate photos n stuck em on a while background and won lol. If ya can slip that past the judges i don't think correctin the color and a lil sharpening will get their attention hehe
I personally intend to go to an art gallery, find the photography section, find the sexiest picture i can and take a photo of it.... technically its still my photo i think... err.... would that work?... worth a try.... i'm tired... need more beer...

I think most galleries wouldn't allow cameras into their premises. At least the ones I've been to...
