If it's just a regualer webpage then plain HTML and CSS would be fine. Make a requesty in the offers and requests.
slicing and coding templates just makes the template usable on the net so probably xhtml strict as a example never used blogger so i dont know but coding a template .. you dont need to give information since the coder should already know what to do
