I just opened up the windows task manager and I came across this

I seriously have no idea what happened, I dunno if it was windowblinds but I unloaded and uninstalled it and I still get the same results

Try using System Restore ("Start > Programs > Accessories > System" in XP, not so sure in Vista) to roll your computer back to before it started happening.
If that doesn't work, try the Recovery Console that's on your Vista install CD.

Most likely it's windowblinds. What theme are you using?

Its not windows blinds and system restore probably didnt do anything expect give you a lot of useless files. Double click towards the top of the window and it should be fixed.
