I am so totally agreed with your suggestion and I think he should actually make him do that.. Don't get the girl pregnant think about the kid they will give birth to, what will happen to him? Who will take care of him?
The answer is obvious, hes too stupid to be allowed the oppurtunity to raise a child. I live with my girlfiend, have for nearly 7 months, and I have sex on a near 5 out of 7 day basis (yes, omg, some 'uber' geek has sex), haven't worn a condom since our first week of having sex with one another, however the reason for this is a reasonable and obvious answer, 1) we make FAR more $$ than we need to raise 1, or even 2 children atm, 2) it feels 10x better to not use it, 3) birth control takes a month or more to become fully operational (and she will be going on shortly, after a recent incident I won't bother stating details about), and 4) we are both responsible adults. Now, at the same time, it would not be an oppurtune moment to have a child. We are not married, we are not engaged, and her parents hardly know me, however, as stated, having children is a risk we are willing to take, and it has been part of numerous discussions, and if it happens, it happens, we live with it. We love one another, we care for one another, and we would do anything we had to raise our child to the best of our ability as responsible adults. Now, your friend on the other hand, just seems like he wants to get laid. No protection? Idiot. Casual sex? Idiot. I have been to numerous parties when I was in high school, and I have had my fair share of 'one night stands' for casual purposes, and it means NOTHING when you are in a sexually active RELATIONSHIP (and no, thats not holding hands, saying, 'ttyl' at school, and calling eachohter to hang out at the movies once a week or so). Tell him to keep his pubescant penis inside his pants, and if he REALLY needs something to indulge in sexually to ease his tension, get some oral (hey, atleast I am up front and honest). It sounds like your friend is a child, so the thought of him having children is a huge mistake. It is my personal opinion that if you wish to indulge in adult activities such as sex, you should be able to handle the full responsibilities of being an adult. Raising the child, etc. (if you can't, then be honest with yourself and your girlfriend and put the child up for a personal screening adoption, where you are part of the adoption interview to meet the family, review their home, etc.). If you can't handle the potential outcomes, you shouldn't be indulging in it.

There is something called pre-cum, which will maintain a rather steady flow during your entire sexual erection state, and it carries the same amount of semen as the final load of cum does. Taking it out and letting it go elsewhere, or taking it out, letting it sit for a while and then going back at it (which, btw, when both of you are naked, and in the heat of the moment, no amount of time will change your members 'state' unless you basically break and go grab a sandwich, eat, watch a movie, and then resume) won't do anything to stop someone from having a child.
