You're logged into a restricted account on your computer. Make sure you're logged into admin.

You can mess around with settings in Control Panel - User Accounts.

If you're logged on to your Administrator account, create another Administrator account and see if it works on it.

Not to difficult to remove. Just go to your registry editor (start > Run > regedit). Then navigate to the following key:

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

Double click this value: NoDispCPL. And change its value to 0.

    It should work again now.

    P.S:

I recommend you also chaging these keys' values to 0 (if they exist at all):

    NoDispBackgroundPage
    NoDispScrSavPage
    NoDispAppearancePage
    NoDispSettingsPage

    Good luck!

Press the windows key and R and the Run box will appear. To get the Run box back, right click on the taskbar, goto Start Menu, click Advanced.

ow.. someone has been messing around with your registry. I can write you an application to fix it, but you're gonna have to trust me and run it. If you know you're not gonna trust me please tell me on forehand. So i will not be creating the application for nothing.

If you have access to the admin account, you can fix this, via the Group Policy editor. Bring up the "system32" folder (in the Windows folder), and search for "gpedit.msc". I don't know what kind of restrictions are in place, but basically, if you're not trying to restrict anybody from using your PC, just go through and select "Not Configured" on every option.

I totally understand. What you could also do, if you can't get DDL way to work, is downloading Fresh UI. It's a program that allows you to either block or unblock hundreds of options. You might have to search for the right option for a while, but it is more powerfull than any application i could write you. Since this application can look into your pc at your current settings, and i only know what you tell me. Good luck mate.
