How old is your friend? Tell your friend if he really wants to have sex to be responsible about it and wear a condom, unless he wants to become a father at a very young age and have all the responsibilities that come with having a child.
Sex in itself isn't "stupid." Depending on how he goes about it, it can be. Tell him to either: - use condoms - put his girlfriend on birth control (if he has one)

the best way to help him is, guess, just talk to him. Such a person don't know anything about sex and relationships... he probably watched to much TV and porno...
