Last I hosted with this company (nearly 2 years ago) and they had the site up within a couple of days (due to nameservers and domains, etc. but the space was available nearly instantly) always up for me (and I was on nearly 12-16 hours/day back then) and great customer service if anything went down.
GoDaddy.com have some great deals, they also have cheap domains, if you go for them PM me and I can get you some vouchers, to get $1 off if you want. Another good host is Midphase.com If your not looking for really popular hosts, I would suggest you go for packages that take GameRender Credits, they are really cheap and some follow your criteria.
No one on GR is reliable for long bursts of time. Paying for something via online currency in any form other then exchanging service for service (ie, I make a web template in exchange for hosting) is fairly stupid. Not to mention, he asked for ----- hosting, 99.9% of which would not include GR people whom have a reseller and want to give people domains or sub domains to increase their e-rep.
