Um, Dude... Not to be rude or anything but I wouldnt even consider that as a template... But yeah A for Effort. You need practice ALOT of Practice take it from me. So he would give you plus rep for sites that everyone can just google up.. Lol. Anyways, con, the colors are ugly man. Blend them better, junk like that helps a lot.
make the template busier and change the colors a bit a cool way (i think) would be to add some scanlines on the lighter blue part then turn it dark blue change the green to a darker blue then the scanlines (or do a black&white gradient) link text is to big, takes the focus off the banner which would normally be the first thing people look at when they open a webpage all in all just make it look busy btw its better then my second template alot actually
LOL im a bit new to this forum I just said +rep cause everyone else does but yeah, dude I admit your putting forth effort for trying to create templates =), more color, more texture, more practice it always makes perfect... =)
ouch, my eyes! Its a tip. start making signatures. Read some tutorials. use some effects you learned there
man, you really need to find some tuts, this is no design.. this is easier to create in html than in ps...good luck!
