I used to know how, but I can't recall. How do you boot to safe mode?

    1. Restart your computer and start pressing the F8 key on your keyboard. On a computer that is configured for booting to multiple operating systems, you can press the F8 key when the Boot Menu appears.
    2. Select an option when the Windows Advanced Options menu appears, and then press ENTER.
    3. When the Boot menu appears again, and the words "Safe Mode" appear in blue at the bottom, select the installation that you want to start, and then press ENTER.

If that doesn't work, as some computers won't ask you after pressing F8. You can do the following.

    1. Restart PC
    2. Pull the plug on your PC when windows is loading up
    3. Plug back in a start it up

It will now take you to the same screen as Blue Fire is talking about.

I know this, cuz my PC won't do it when pressing F8.

ANOTHER WAY is to go to

    Start>Run>Type 'msconfig'>'BOOT.INI' tab> Check off '/safeboot'.
