How To Make Skins

I'm wondering, How do you make Skins for forums? I want to know it, I just don't know where to start or what to do when making a skin. Could anyone make a tutorial about it, or can you link me a tutorial? Any help will be appreciated.

This is the only tutorial I know for coding the template, but if I remember correct, it was about 4 hours worth of videos, so you need quite a bit of free time:
