How many downloads are you doing at a time?

On another note, FireFox > IE :)

Type in the Address Bar - about:config
Then scroll over to the following settings and adjust:

    network.http.max-connections-per-server :20
    network.http.max-persistent-connections-per-server :20
    network.http.pipelining :True
    network.http.pipelining.maxrequests :32
    network.http.proxy.pipelining :True

    Stay away from me!

    ^_^

Have you tried reinstalling IE? It could have got a bit corrupted. Make sure you're running Version 7. You can update from MS's website.
