    steam:
a program that launchs games, CS, css, dod, etc.
a steam account is your account where you have paid for games, downloaded them off the internet.

What is the difference between Pre-load Complete, 100% Ready, and Not installed I see on the steam accounts screenies. Which ones mean the full game is paid for and which mean it isn't?

Please dropping 1000 will get you a good enough comp to play CSS on fairly high quality

Please dropping 500 with no monitor/os could get you playing on high, most of the stuff maxed out.

No probably more, if your computer is that old, and prebuilt it probably won't have a PCI-E slot.
