There are many good tutorials here which can answer you question.

Drag the render on to new file, Ctrl+T(press shift) while resizing...

You're not dumb! If you are, I'm even dumber...=P

Well, to put renders into a signature, first open the render, and a window with the render will pop up. Then to resize it, what I like to do, is just go Image, Image Size, and then click on image size.

    Aren't I nice? I'm even giving pictures =)

Ok, then click on Image size, and then resize te length and width to roughly what you want it to be.

Next, to bring it onto your signature, use the rectangular marquee tool

and select the wole picture, be sure not to leave out any parts in the render. Next, go to Edit > Cut or Copy

Then move onto your signature window (the window where your signature canvas is), and go Edit>Paste

Now your render is on your signature! Hurray!!

If you want to position your render somewhere on the canvas, go to the move tool:

I know it might seem as though I think you're stupid, but its just that sometimes it can all seem a bit overwhelming

id say change it to 200 height, and the width will follow if you use the image, image size thing. This way, it wont look too small, and it will still be small enough to go in ur sig.
