Possible Scam?

I bought that account, so my main question is should I have the other games as well?

He said the acc was for CS games, but when I bought it I bought it under the intention of me being able to play HL, etc.

So my main question, is this a scam, or am I just a failure and understanding steam accounts?

And to even push matters he's trying to buy a CS: Source account.

 

if i remember right he said he wanted to sell his CS 1.6 and CZ account so he could get a CSS account. you should have asked him if it had HL, because the preload doesnt mean anything.

 

we he said it was for "CS games" (meaning cs and cscz) so im thinking its not a scam and he is adding source to that account then i guess thats good

 

But he has Source on that account.

 

ok look. the games tht say 100% rdy are the ones u can play. the pre-load complete jus means tht u hve it dled but u still need a cd key to activate it
