It depends on what sort of music you intend on creating. (It actually does, I'm not just saying that to be annoying ) And also how much you want to spend etc...
Fruity Loops is usually the best for making music with. The XXL is the best version with the most stuff in it. Good luck with making your new trance/techno/hip-hop beats.
Fruity loops is good for making dance music and stuff like that - if you're new to music creation then you'll probably find it pretty good. If you're serious about music and want to create something really good then the best programs are Sibelius, Finale, Cubase and Sonar. Again, there are many others, but it all depends on how much you know about music and how much you want to spend.
I don't really get Frooty Loops.. How do I for example add another theme after the first sequence? I got Sibelius too.. I think that's a lil' better.
